E-scooters on Mallorca must be registered in the DGT register. Only then is insurance possible. Rules, deadlines & fines at a glance.
With the introduction of the national register for light private vehicles (VMP), Spain is now fully implementing the statutory insurance obligation for e-scooters and similar vehicles. The Council of Ministers passed a Royal Decree to this effect on 27 January 2026. It will enter into force on the day of publication in the Official State Gazette (BOE).
The new register is administered by the Dirección General de Tráfico (DGT), which reports to the Ministry of the Interior.
Registration becomes a mandatory requirement
In future, there will be no insurance cover without registration. All owners of e-scooters - or their legal representatives in the case of minors - must have their vehicle registered in the National Vehicle Register before taking out the mandatory liability insurance. Only after registration will the DGT issue a digital registration certificate.
An official identification plate can then be purchased from an authorised plate manufacturer. This must be clearly visible on the holder provided on the vehicle. For non-certified models, another visible position is also permitted.
Background: Law 5/2025
The new register is the practical implementation of the additional provision of Law 5/2025 of 24 July, which amended civil liability and insurance in road traffic. The insurance obligation for personal mobility vehicles has already been in force since 2 January 2026, but was not fully applicable until the introduction of the register.
Online application, telephone help - and soon also at the dealer
Registration takes place digitally via the DGT's electronic platform (https://www.dgt.es/nuestros-servicios/tu-vehiculo/matricular-un-vehiculo/inscripcion-vmp/). In addition, the service number 060 supports users with the application process.
In addition, the Ministry of the Interior is also planning further ways:
- Registration via insurance agencies directly when taking out the policy
- Processing via Gestores administrativos
- Perspective: direct registration when purchasing a new VMP in authorised specialist shops
Two types of e-scooters - with transitional arrangements
According to the DGT, there are currently two categories of VMP in circulation:
1. certified VMP These vehicles fulfil the requirements of the official VMP data sheet (safety and quality standards).
- Since 22 January 2024, only such models may be sold new
- They have a permanent, clear manufacturer's labelling plate
- The certificate number and serial number must be entered during registration
- After payment of the administrative fee, the digital registration certificate is issued
2. non-certified VMP (transitional regulation) These models do not fulfil the technical requirements and do not have a manufacturer's sticker.
- They may still be used in road traffic until 22 January 2027
- Registration and insurance are nevertheless mandatory
- Among other things, an invoice, technical data or a photo of the vehicle are required
- The identification is time-limited and loses its validity in 2027
- From this date, the use of such vehicles is no longer permitted
Change of ownership and decommissioning
- Change of ownership: As with other vehicles, this must be reported within 30 days. The DGT then issues a new digital certificate, the identification number is retained.
- Deregistration: Is carried out exclusively via authorised disposal centres, which report decommissioning and scrapping electronically to the register.
High fines for offences
The law provides for severe sanctions:
- No insurance: 202 to 610 euros
- Driving without insurance: 250 to 800 euros - depending on whether the vehicle is categorised as a light private vehicle or a motor vehicle subject to compulsory insurance (over 25 kg and faster than 14 km/h)
Classification for the Costa Blanca
For many residents of Marina Alta and Marina Baixa who use e-scooters in their everyday lives, the new register brings clear requirements - and a need for action. If you want to continue using your vehicle legally, you should register as soon as possible to avoid insurance cover and fines.
